SOUTH BEND — Charles Snead Ashe Jr., 78, of 1342 Chalfant Ave., a longtime civic leader, died at 9:30 p.m. Saturday in Medco Center. Mr. Ashe's career was marked by a commitment to the elderly and the poor. He retired from St. Joseph County Welfare Department as a OAR SI social worker. Mr. Ashe was former assistant director of the South Bend Department of Public Housing; past president of Legal Aid Society of St. Joseph County; past president of the South Bend YMCA; first president of Action Inc.; past vice chairman of the Board of Trustees, Indiana State Conference on Social Work; a delegate for the state of Indiana to the 1981 White House Conference on Aged and Aging; and a former member of Midwest Conference Committee of the American Public Welfare Association. 

He served as the representative for Indiana State Department of Public Welfare to the U.S. Department of Housing, Education and Welfare; was a member of Olivet AME Church and Omega Psi Phi Fraternity, a member of the boards of directors of former Hering House Community Center and REAL Services.  Mr. Ashe was a graduate Talledega College sociology and music. 

He was born April 1, 1913, in South Bend and was a lifelong area resident. On May 8, 1948, in South Bend, he married Theresa Mae Harrison. She survives with two daughters, Linda Ashe-Ford of Westbrook, Maine, and Cheryl Ashe of South Bend; and a  Graveside services will be at 4 p.m, Tuesday in All Faiths Mausoleum of Riverview Cemetery. Burial will follow. Memorial services will be at 7 p.m. Tuesday in St. Augus- tine Catholic Church. Alford’s Mortuary is in charge of arrangements.  Memorial contributions may be made to G.E.D, Gift Fund, Adult Education Department, South Bend Community School Corp., 635 S. Main St., South Bend, Ind.
